This comes towards the last part of the movie, when George Bailey is being shown by his guardian angle how the world would be if he hadn't been born.

I am surprised no one answered this one, since there are some serious film buffs here.
The guy was J Farrell MacDonald he was a pretty regular character actor in dozens of movies during that era. Always the same type role, gruff man, business man.
