The average American does not benefit from any of the Bush social agendas. These so called tax cuts actually undermine the social safety new and benefit the top 1% of the population.
I did not see much support for the attempt to privatize Social Security either. And where does the average American benefit from free trade if it sends jobs overseas ?

This so called war on terra has actually made us less safe.
There is not a lot of support for Mr Bush's war these days either.

All of Bush's policies have been elitist

Most of the policies are still in progress. To say that have failed before they have come to fruition is irresponsible and non factual. It is speculation.
