Where did you hear that? I have no idea. I've never heard of that expression before. I tried to google it and I got a bunch of info regarding belly piercings. :) Doubt that has anything to do with that saying

I'd guess the person was referencing being an infant in the womb; they get all their nutrients through their umbilical cord on their belly.

It means someone is pleasureing you while you are just laying back and enjoying it.
