It depends. Different states and different jails and prisons have different messages.
Most tell you a call is coming from a correctional institution, tell you the call may be recorded and listened to, and ask if you will accept the charges. You need to agree to all of it before the call will be put through.
If the call went through, and later was cut off, it probably wasn't because of anything you said, but because of a time limit or other reason at the other end.

The one time we recieved a call from jail (it was a wrong number) the recording started with something like "This call is being placed from the San Francisco correctional facility". It was pretty darn clear where the call was from,so we just hung-up.

It's been a while since I got one but if I'm not mistaking it's the same as any other collect call. Its a recorder that will leave a space for the persons name and you decide to hang up or except.

It will tell you that you are getting a call from an inmate and such and such correctional faciality and then tell you what to do from there
