Eyes are a part of the brain and they are one of the first sense organs to develop in utero. However, it is not until later that they get functional. It takes a few days even after birth for the vision to stabilize and function.
Babies can hear at about 5 months in utero. I am guessing that they can sense touch when they start kicking.

touch, jeeze people, its not just a clump of senseless cells. They have a startle reflex at 4-6 weeks. Poke them with a needle, or bump with with a camera and they jerk away from the sense of being touched. Its a machanism to protect them later in life.

Touch, I believe.
Sight develops very early as well, though it is only the ability to tell the difference between light(well as light as it gets *lol*) and dark.
