Google toolbar for internet explorer can be removed by going to add/remove programs and uninstalling.
If you use firefox you need to uninstall it from tools --> addons.

it may not let you to uninstall is because is a hijack so what really need to do is, install spyware removing software such as Spyware doctor (you need to buy) or free software Spybot - Search & Destroy 1.4 located here http://www.spybot.info/en/download/index.html and give a full system scan. it will find all the spyware and can removed.
