The short answer to your question is that appeals to bigotry are a way of getting votes. But a little elaboration will make the point.
Today, in the South, the GOP is dominant--but this was not true until the last 20-30 years. Before that the situation was reversed. Thrugh the late 19th and most of the 20th century the southern wing of the Democratic party was the bastion of white supremacy--openly and as a means of maintaining white power in the South. Until the 1960s, the rest of the national Democrats tolerated this out of political expediency. With the civil rights movement and legal changes that allowed blacks to vote, however,t eh southern democrats became gratually less inclined to support the predjudice of the past.
The Republican Party up to then was not racist--or at least less so than most. But they also faced a political challenge--the shift of strength to the democrats was a real threat to them as a national power. What they did, in a word, was begin to make an effort to appeal to disaffected whites who were bigoted. One of the most notable aspects of this (though not the entire story) is that the Republicans successfully built a base of support among traditionally Democrat union rank-and-file members by appealing to their fears of being put out of work by blacks (and now hispanics) willing to work for lower wages. Unions are still "Democratic" organizationally, but for the last quarter century their membership has voted Republican. Similar tactics have been used in the South--though the details vary (there are fewer unions here, but just as many workers who can be similarly manipulated).
In short--the GOP appeal to bigotry is a matter of political convenience--and that it is them, not the Democrats who do this is the result of a long historical process that has less to do with ideology and much more to do with getting votes.
