I have saved on 2 DVD+Rs the Macy's Parade from tv. I can play this footage on my computer through Dell CinePlayer, but my question is: how do I e-mail this footage (only a couple of 2-minute segments) to others? Is that possible? Have I thoroughly confused you? :) Thank you.

you would probably need to convert it to avi format and save it as a file. There are software packages out there that will do it.
Video does tend to make for very large files however. So they may infact be too large to e-mail.
Consider using something like you-tube.
