It isn't. Jesus was supposedly born more around March-May than in December. Christmas falls on an old pagan holiday because that was the time that the earliest Christian converts celebrated.

Christmas is associated with winter because this celebration actually began as a pre-christian celebration of the winter solstice. All of the decorations reflect this history. The Christmas tree comes from the Germanic tribes who associated it with life in the middle of death; the holly and mistletoe were the same, as they bloom in winter, the decorating of the house was part of the celebrations of the 'birth day of the sun' (the winter solstice). Gathering with friends and family and a huge feast was the way our ancestors showed the gods they trusted them to provide food even in winter.

We usually have a White Christmas, hence the song. Christmas falls after the start of winter. As for decorations, snowflakes, and snowman are associated with it, like tinsel and garland on our trees, to represent winter. Or anything associated with winter like skiing, ice skating and snow shoeing figures.
