Ultimately, you make or break a school.
Wherever you go, there will be good teachers and bad teachers, involved parents and uninvolved parents, and every sort of student you could mention.
The combination of that has to be one that inspires you to learn. If your question stems from you having a choice of schools, talk to as many people as you can from both of the schools and ask yourself where you think you would be more able to learn.
If your question stems from wanting to make your school better, you need to try and get the students, teachers, and parents more involved. Try to develop opportunities for interaction outside the classroom. The possibilities are endless. You could start clubs, organize events, participate in national competitions or projects, whatever excites you.

Someone said TEACHERS THAT CARE... No.
A school needs a staff that works as one unit. The staff needs to create and follow through with their regulations and procedures.
A great school needs students who are motivated by their PARENTS and are held accountable at home. TEACHERS can not raise kids, discipline them, and teach them for 40 minutes a day, 180 days out of the year.
A school needs positively motivated parents, students, and teacher-staff members.
