Is it okay to have a small art poster that I bought enlarged at a copy shop or printer?

Most places won't do that sort of thing because of copyright rules
and regs. We tried this with our own art work and still no go. I guess everyone is afraid of lawsuits.

That's most definitely an infringement of copyright law. The laws are in place to protect artists.
