I am moving to the UK, and I want to be able to communicate via video with people in the USA. I have looked at services like Skype and it looks like they are charging. Is there a free service like this?

Skype only charges you if you are calling another phone, they don't charge you if you're calling another person on Skype. Considering the fact that you're talking about Video Conferencing, then I assume the person you're calling would also be using Skype, so there's no issue here.

Also, I've looked at several different Video Applications, about the closest that I've seen to Skype's quality is packet 8's new Softphone, everyone else is VERY jerky, or the sound quality goes bad with usage of the video.
