Well in my opinion the current most "happening" place is at The Cannery at Clarke Quay. They have a whole bunch of bars that just opened recently..Namely The Clinic, Kandi Bar by Hed Kandi, Barflyy by Buddha Bar etc...There's also Ministry of Sound located nearby.
However if you want something different, close to the beach or something, you can pop by Sentosa, where Cafe Del Mar is at... You can check all of the bars at The Cannery at the website below. Hope this helps. Have a blast!
