ow to remove "hard-headed" programs inside Control Panel (under "Add/Remove Programs")? They seem to be malware because when i try to remove them (by clicking the Change/Remove), it triggers/opens a website. I have deleted these same programs inside the "Program Files" folder. Thanks!

It sounds like it could be spyware.
Try going to this site below and running the trend Micro spyware scanner/virus scanner. it's fre and is a great asset to us computer users who don't have anti-spyware software.
Depending on your speed of the pc, this scan could take a few hours to do, but it's well worth it!
After the scan is done, you will need to reboot.
Another popular virus console you can run is Norton (symantec).
good luck!

what website loads? it might have a program removing tool. otherwise, delete from program files, and then run regedit search for the file name in the registry, and delete all the entries you can find.

Run Spybot or any other reliable Spyware scanner. This should take care of it. Additionally I would also run a registry cleaner afterwards.
