Don't feed them. They will eventually die.

In order to get rid of dogs in the Sims complete collection, you have to put up the cheat box which is, ctrl+shift+C. In the box that you see at the top left corner, type in, move_objects ON. Enter it. Then go to furniture mode. Click on the dog and on the bottom you should be able to delete it. I hope I could help.
