Hello, I'm an Italian an boy, and now I will try to answer to your question in the best way possible, in English, as you are seeing.
Firstly you should define the meaning of positive. Is positive solution, a solution that do not create other important questions in consequence of it (exept the omniscient question "why?" that, repeated "forever", by long becomes like a game of philosophy, composted only of answer-question). Considering this postulate we can say that every problem has a solution. Also some existential questions can be answered (all) from many points of view. You can choose the most positive, simply. The problem is only to find the answers. But we are out of the field defined by the question.
In math there are problems unable to resolve. Who say that we have to give them a mathematical answers. Here comes and helps, the philosophy, by the way, even if could seems that there is discomparation between the two fields analized. Then there are problem without unhided solution that seems problems but, if decomposed became more little problems where we can select the real nature of the first question and answer it. Other questions need you to know many, many other things to answer. Let's find it all and answer.
With all this possibility of answering a question you could find many answer to the same question and answer it looking cleverly for the more positive solution.

There can't be really. As all actions have consequenses, consequenses themselves have consequenses which will affect people, nations, economies etc. in various different and unpredictable ways which when percieved subjectively will produce myriad reactions and responses from individuals or groups. A fine example would be the creation of Israel. After the holocaust and hundreds of years of persecution, it seemed like a very pertinent idea to give the Jewish people the option of a homeland. However, other factors (such as the British promise to the Arabs concerning the Trans-Jordan area made after WW1) have led to 50 years of constant conflict which still doesn't seem to have a solution which will be satisfactory to all parties.
So solutions can only ever be partly positive.

I think it depends. But for example, if you were in love with someone, and they did not love you back, that is a problem and i don't think there is a positive solution for that. You can look at it as a life lesson, but to me the only positive solution for unrequited love is for the object of the lover's affection to love back!

Not always.
An example is suppose an officer has a violent robbery suspect cornered. The suspect lunges at the officer. The officer has the option to shoot the suspect, allow the suspect to attack him, or mace the suspect.
The officer decides to mace the suspect. The BEST solution obviously, but not a POSITIVE solution.

Well, this is tough..
I guess if that person who's handling the problem is optimistic, then there's always a positive solution in all the problems.
However, if the person is persimistic, then vice versa.

Well.....If you put your whole being into what the problem is,if you imply your self wholly,then indeed shall you find the positive answer.When carelessly perceived and thought about,a problem may have yet another question in it.But solutions are many just like the many expressions on our faces ; so should we figure out what is wise and should pursue it with strong wills and high airs.
