I think in terms of websites, you should go to either http://geocities.yahoo.com or http://pages.google.com (if you have a Gmail account). I'm not sure of the space that Yahoo! Gives you, but I know Google gives you 100 megabyte. As an example of a Google webpage. go to http://jeremeller.googlepages.com
(Keep in mind that I haven't done much with it- there's a lot more you can do.)

Many people don't bother and just use their MySpace (http://www.myspace.com) instead. I've not used any free service for years and years, but way back when, I used to use GeoCities (http://www.geocities.com) and they were half decent.
