My bettas come to the top of the tank when I call them for dinner or when they hear my voice. I'm the only one that feeds them. =)

It is definitely possible. Of course, it depends on what you want to train them to do. With fish, you're pretty limited, and can only train them to react to a stimulus that they understand, like food.
Your betta has pretty much been trained to react to your presence, because he knows food is coming. Smart fish :D

Not sure it's possible to "train" them, but I have 2 of my own, and my blue one when you come beside his tank and he gets excited and starts swimming up and down the tank and going crazy, I'd say your betta has come to recognize you as it's owner and is just very friendly and acknowledges your presence coming to his tank.. fish are very sensitive to noises and vibrations, too. =)
