pegasus boots are exactly where the game tells you they are.

when you are in kakariko village and are told about the pendants, you are told to go to the eastern palace - it's marked on your map

right near there, there's a house where a man gives you the pegasus boots

sorry, there aren't really any secrets to zelda games. besides, if there was, you should NEVER use a cheat until after you've beaten the game on normal
