Silver Surfer would win. Not because Phoenix lacks power, but because she lacks judgement. Look at what she did when she first appeared in the X Men comic, lo these many years ago. She flies out into space and causes a star to go nova, obliterating the D’Bari. Stupid, stupid, wasting the tastiest parts! Norrin Radd has been around Galactus long enough to know that you shouldn’t be playing with your food! There are hungry entities out there!
(Plus, Nova is hotter than Phoenix, anyday.)

The Silver Surfer would win. The power cosmic is mightier than anything that Phoenix has to offer.

silver surfer has 1% of galactus power to be his herald, Galatus has stated numerous time of how Phoenix is a force to be reconed with she can take on the entire marvel universe with the exception of perhaps eternity, the living tribunal or the one above all

Although the power cosmic is an awesome source to be able to tap, I think Phoenix still takes him... not from raw power and damage, but her psionics. She gets inside his mind, Norrin is toast.
