A large centralized government. The lack of comity caused by small local governments would cause a lot of problems and inequality.

Small local governments cannot exist in the 21st century without a larger centralized government to protect them.

Building infrastructure, facilitating commerce, providing for a common defense, etc. exceeds the ability of small local government left unto themselves.

The answer to your question very intricately depends on the size of the nation in question and, most prominently, the homogeneity of the nation in question. In nations like Japan, wherein the population is 99% Japanese, a central government may be effective in all but the most local matters (such as traffic lights, ordinances, etc). However, in areas with vastly different people and large spans of differing territory (such as the United States, or Nigeria) a government that responds to the demands of individual regions and groups of people is necessary, thus small local governments (with a central government to unite them) becomes a more viable option.

To ensure freedom a large centralized government is out of the question. In the US we have a mixture of both and they have defined responsibilities. Good system.

Neither. The better government would be a hybrid of both. Which is close to what we have. Local issues are dealt with locally while international issues are dealt with by the people in D.C.
