doesn't exist for the general public. The police and DMV have that private access to that.

Go the nearest Police Station and tell them why you need that. The Police Officer will look into his database and tell you to whom that license plate belongs. Any way you need that. Some body hit you and run. Then don't worry. Leave the problem to police they will solve your problem and off course free.
