You live in one state, and the dog was found in another? I think the laws could get weird in a case like this.
Vets and animal shelters will usually try to help return a lost pet to its owner, but the obligation to actually do anything usually lies on the person who found it.
If the dog is found in the owner's neighborhood, the assumption would be that it is lost and should be returned. If it is found far away, the assumption is often that it was abandoned and the law gets more reluctant to intervene.
If you want your dog back, you should make up some 'lost pet' flyers with as many distinguishing characteristics as possible, along with a good photo. Send the flyers to as many vets, shelters, and pet shops in the target area as possible. Offer a nice reward, and assume that the collar is lost.

if the vet was not in possesion of your dog, then no, he was not liable. The person who found the dog was. You would have to contact your local city officials to know what the State law is. It is different from state to state.
If the vet was in possesion of your dog and knew it, had your contact info and chose not to use it, then in the State of Ohio, he could potentialy loose his license.
If a vet receives payment for a procedure and does not do it, then he could loose his license. A vet may not perform any medical procedure on a pet without the written consent of the owner. In the state of Ohio, pets are considered property, and the owner has the right to do whatever he or she wants with that property.

Why are your dogs in Illinois if you live in Indiana? I would think that your vet should call you first. Even if he has your contact info. If my pet was lost and someone knew it was mine, I would want them to call me and let them know they found it. I wouldnt want them to just get rid of her.

that doesnt sound right.... the person can he held liable for theft if they keep a dog without calling the owners
infact ANYONE who finds a dog and doesnt report finding it can be charged with theft..
DID you report loosing the dog? what kind of identification was on your dogs??
if one dog managed to find its way to Illinois.. where is the other one?? call the SPCA's and shelters everywhere and file a LOST DOG REPORT so if the dog turns up there - they will know to call you

Was your pet microchipped or Tagged? If they had your contact information they have to attempt to contact you and keep the dog on hold and keep trying for a certain amount of days. If it was not tagged or microchipped then they hold it hoping someone calls or comes in and claims it if not they put it up for adoption

Wow, that's hard. Well, the dogs most likely stayed together since they move in packs. Did you call the vet and ask? You should if you haven't. I hope it works out!
