when it comes to this is sort of an idiom.
this idiom refers to something.
so "it" does not relate to anything.
The meaning of the paragraph is hard to tell because it is referring to "this approach" (which is not described here)

Does it really matter? If so then "it" is refering to the vice president of whatever. It should say: The vise president of marketing for Lerner New York(leaving next part out) is almost obsessive when HE comes to this approach,
Their mistake. Maybe a type-o.
