There are many things you can do. As other have said it may be a problem within your computer. Lets try to clean it up first.
Update and run your Anti-Virus program. Don't have one? You can run a free online scan from Trendmicro. When I have tested it it takes some time to run it but it may be time well spent if it can fix any problems.
Download and run http://housecall.trendmicro.com/
Download, update and run Spybot---http://www.safer-networking.org/ . Don't forget to use the Immunize feature.
Download, update and run Adaware---http://www.lavasoftusa.com/software/adaware/products/select_your_product.php
Once you know it is clean you can block nasty stuff from being installed with Spyware Blaster.
Download SpywareBlaster---http://majorgeeks.com/download2859.html
SpywareBlaster doesn't scan and clean for spyware - it prevents it from ever being installed.
It's main features include:
- Prevent the installation of ActiveX-based spyware, adware, browser hijackers, dialers, and other potentially unwanted pests.
- Block spyware/tracking cookies in Internet Explorer and Mozilla/Firefox.
- Restrict the actions of potentially dangerous sites in Internet Explorer.
Now lets get to work on your registry.
Download RegScrubXP--http://www.majorgeeks.com/download.php?det=2048
Safely cleans junk out of the Windows 2000/XP system registry. All changes made to the registry are fully restorable to it's original condition. You can make an exclusion list of registry entries that RegScrubXP will not display as problems. You can sift through a list of file extensions, company names, run upon startup programs, Internet Explorer history, and uninstall programs to delete what you think is junk.
This program I run every time I log off.
Download CleanUp---http://www.stevengould.org/software/cleanup/
Free disk space, make your computer run better/faster and protect your privacy - all in one easy solution. All for free!
Now do a Disk Cleanup and Disk Defrag.
Start>all programs>accessories>system tools>Disk Cleanup. Check all boxs that have something to delete.
Follow the same path and do a Disk Defrag.
Now lets use a program that will tweak you connection.
TCP Optimizer Description: The TCP Optimizer is a free, easy Windows program that provides an intuitive interface for tuning and optimizing your Internet connection. There is no installation required, just download and run.

Enjoy your leaner/faster computer.

Another great way to increase your connection speed and improve browser preformance is to delete temporary internet files, or your cache. Follow the instructions below.
For Internet Explorer 6.x users:
1. Go to the "Tools" menu, and select "Internet Options..."
2. On the "General" tab, under "Temporary Internet Files" section, click the "Delete Files" button.
3. Click OK.
4. Under the same section, click the "Delete Cookies" button.
Click OK.
5. Completely close your browser, and restart.
For Mozilla Firefox users:
1. Go to the "Tools" menu, and select "Options..."
2. Click the "Privacy" button on the left.
3. On the right hand side, click the "Clear" button next to the "Cookies" and "Cache" sections. (or click "Clear All" to clear everything).
4. Completely close your browser, and restart.

The only way to increase your Internet speed is to upgrade to a better package (or to broadband if you are using dialup).

your bandwidth is limited either by your technology or by your isp, if you have adsl for example, and 512, you need to upgrade your service plan and ask for 768 kbps or if you prefer 1024. you'd have to hack into your isp's network hardware to do this free of charge, sorry... you dont need a better pc unless you have a 533 Pentium processor, if youre up the 1 ghz in the processor area and at least 512, no need really. your network interface must support at least megabit ethernet, if you get broadband, it would really help to upgrade to a gigabit ethernet card, in that case a full pc upgrade is recommendable.
