It is a tote bag style case and on the outside is a bocket about 7 inches wide and almost the height of the bag. On the inside about 3/4 of the way down there is a strip of velcro. Should I unvelcro it the pocket is completely open through the bottom. Is there a purpose for this?

It is so that you can open it and slide the bag over the extended handle of a wheelie bag when you are traveling so you don't have to carry it separately.
Simple instructions. Open it and slide the handle of your carry on bag, fully extended up through the pocket until the laptop case rests on your carry on bag. It means you don't have to have it on your shoulder or carry it as well as wheel your carry on.

Strange thing. Ask the store guy from where you bought it. He will explain you better about this. I never come across such thing.

i think it most be design for some use. never mind if it not to hinder you use.if it is hinder you use you can ask the server to change you laptop.
