It sounds like the fuel sending unit. I believe there is a sensor in the unit that communicates with the instrumentcluster. Check the wiring as well

Who talked you into replacing the intsrument cluster? Did they first check the connects at the sending unit? Or check for voltage at the sending unit? Sometimes wrong fuel level readings can be because of connections!

Most likely the float valve or sending unit located in the gas tank is faulty. Easy to fix but you must be able to get to it and pull it out to fix it. It is easy to replace but you may have to pull the tank from the car to so do.
Otherwise the only other think would be an electrical short causing the problem.

Most likely the float in the fuel tank or the fuel sensor i. Start with the sensor first.

my '01 FORD Ranger needed a fuel pump replaced. after that my fuel guage was not reliable.. a loose vacuum line was the problem
