Take a piece of scrap wood and cut it just a shade short of the window track. Use it as a wedge which will prevent the window from being opened. You can make several different size cuttings which will enable you to open the window but still have it "locked" for fresh air.

they sell these small locks that clamp on to the frame and tighten with a wing nut, they only cost about $3. they work best on the sliding windows but they would probably work for the up and down too.

a 1/4 bolt 3 inches long...

drill a 1/4 hole where window and jam line up and dont drill it all the way so it goes thru the window....about halfway willdo...
and simply push bolt into hole and now try to open the window...

well you didn't say what kind of aluminum windows. But you can go to your favorite hardware store and find window locks for one or two dollars, that's pretty cheap.
