I don't think so!
An eyeliner (liquid or not) should not cause your skin to feel burned, irritated (or anyhing else). I suggest not using it anymore and taking it back to the store to get your money back.
Has this happened to you before with other cosmetic products? If yes, you may have sensitive skin or some other issue...so maybe a dermatology doctor should give you advice on the type of products you should use.

No that's not alright. You need to stop using it. You may be having an allergic reaction to the eyeliner and that is not good. So you definitely need to get rid of it.

I have the same problem with the majority of liquid liners. The best one that I came across was Almay. However, the application is rather difficult with its brush. Try Victoria's Secret's liquid liner. I heard great reviews on that and the application is easier with this-

All make up especially that being applied to your delicate areas such as your eyes should feel natural and light after being applied. If it does not feel that way then you are applying the wrong make up for your particular skin. For good quality make up at reasonable prices check out www.youravon.com/sweaver.

nope. that is not good. make up should not hurt. is there redness? is it sore after you wear it all day and take it off? i would throw it aways and get another eyeliner. i use a pencil that has the automatic sharpener. you just use it and when the point gets small you click it up. kinda like a mechanical pencil. anyway, that stuff is pretty soft and goes on smooth.

No it is not alright, whatever is near your eye is going directly to your blood stream be careful, it could be that your alergic to something in it, you would be so suprised at the nasty stuff they put into makeup. Try and let the company that makes it know but dont let them buy you another one...they will try that.

Is it alright to have burnt rimmed eyes? No. Don't use that. You're allergic. Throw it away. I have to stick with the pencils. I have sensitive eyes.

depends if it burns only for a few minutes and then stops it should be ok you are introducing something foriegn to a sensitive area so it can be common however if it bothers you for a long period lets say an hour i would not use it.
