You can walk on an asphalt roof, as long as it's not too warm (asphalt gets sticky) or too cold (asphalt gets too brittle).
Make sure you know what the material on your roof really is. You might want to get a professional, if you are not sure. It will save a LOT of money in the long run. If you decide to repair it, make sure you buy the right material (from Home Depot or other hardware store).
You should also seal the roof, which will add another layer of protection. Again, it might be best to find a reliable contractor.

Depending on how large your flat area is as to what you use for repairs.
We have an area with a 1/12 pitch. We opted to remove all the old asphalt and chat and replace with the rubber membrane roofing on an area 12 by 12.. It costs us about $300 of material to replace the area, plus throwing the old stuff in the dumpster as we were re-doing the rest of the roof..
We removed the old stuff, resheeted, applied the rubber roofing glue, and laid the rubber. No hot sticky gooie asphalt to muck with. Better is the rubber covers the entire area, there are no places for potential problems and leaks.

Flat roofs are decieving. They may be leaking in one place, but the hole can be in another area. Yes, you can walk on flat roofs as long as the joists are strong. I would use a 5 gallon can of roofing cement and a trowel and get up there and walk all over the roof and check out the holes and fill them in. Also check the flashing. Sometimes water gets up under that and makes leaks. Good luck and do it NOW. The longer you wait the bigger the job.

yes you can, try not to on extremely hot or cold days. the cheapest way to fix small holes is tar the sh-- out of them. (not the best way, the cheapest way)

only on the rafters,if the roofer before you is worth his salt he has put the join s over the rafters so you know where they are. answer no cheap patch up jobs, replace the boards,felt, and tar.

go get a gallon of tar and spread it over leaky places on your roof...spread it on there nice and real real thick
