Not sure but.... Spain was a monarchy until the 1930s. Spain lost control of the Phillippines in 1898. Chances are that the Governor was appointed by the King and was therefore a 'noble' in the Spanish Court.

yes.. the rich and spaniards were given top priority by the government.. most filipinos was discriminated as stupid people.. if you are poor during those times then you will not have a chance to go to school..

also graft and corruption was worse...
