If you use internet explorer, then -
firstly,
1. Go to internet options
2. Select the security tab
3. Select the restricted websites icon. It is red in colour
4. Click on the 'sites' button
5. Remove the name of the website from the list
Next if you open a website and it is still blocked,
1. Copy the website address.
2. Go to google and search the website's name
3. When results appear, either click on them; in case if this not works; then notice that there is a 'cached' hyperlink in the last line of every result. Click on it.
Most probably it will work,

talk to the person who blocks the websites on the network or computer. As you can't do it unless you are allowed access to change such things. blocking sites would be quite a pointless thing to do if someone was able to unblock them without permission.
If there is no such thing on the network or your PC that allows things to be blocked, check all your internet settings as sometimes when setting are set to high it can cause some websites not to work.

if you have a firewall you can ban\block ip addresses or websites that you do not like.
maybe you have a just have pop up blocker so thats why you cant continue to the page..
allow pop ups..
or maybe the site is blocked by authorities for doing illegal activity.

if a website is blocked, it's a restriction set up by the network administrators and unless you have a specific type of access or a proxy to go through, there isn't anything you can do about it.

if some software is installed in your computer to block, then you need system admin to help...
Otherwise if not, check your internet explorer->tools->option for blocked site.
Check ur firewall setting to allow site (Windows XP ->control panel->windows firewall)
Or any other firewall sw installed.
