It is the stop period you encounter at traffic lights.
Sorry couldn't resist that one. Red light districts exist in most major cities and ports around the world. It is a place to go if you want to paint the town red and have some fun. You will find all sorts of things there. Bars, pubs, clubs and strip clubs, prostitutes, Tattooists, Kebab and Tandoori, Chinese and Fish and Chips. Tourists by the truckload, Police Patrols, Drunks, Druggies, stray dogs and cats, lots of cheapo shops selling Cannabis T shirts and bongs, and for some reason the streets are often cobbled. Cobbled streets indicate the place has been Red light for many many years. All types of music blarring out everywhere, pickpockets, conmen and the odd beggar. The kind of place you don't want to find yourself alone in. It is not a place for children or people with high moral standards.

In the old days, houses of prostitution would put a red light in the window so the customers could locate them. So that is why it is called a red light district, because most of the prostitute houses were kept in the same area of town so there would be many red lights in that area. These days it is not done, so if you do see a red light it is probably a Christmas decoration (or a fire truck).

It's generally an area populated with brothels and adult-only "entertainment". In older times, a red light would be lit on the front porch to signal gentlemen that the house was actually a brothel and they were open for business. Upstanding citizens didn't want this going on in their neighborhoods, so districts started to form of houses with red lights, hence red light districts.

The two people above said its where prostitutes hang out, but that's only partially true. Its an area of a city or town that has prostitutes, but also adult strip clubs, adult book and movie stores and such. They call it the 'red light' district because people hit their brakes a lot going through these areas...i.e. red brake lights.

Traditionally, a brothel used to have a red light outside the door to identify it as a brothel.

Nowadays, any area where prostitutes are known to work, is known as a red light district.
