A) There are a lot of used products on eBay
B) There's plenty of new products also, but you may not get a warranty
C) You can't just drive down the street and return it if something is wrong
C)Some people just want to get rid of their stuff and make a little bit on the side. A lot of people I know simply bought a better part. Why just let the old part sit around even though it works just fine? Example: A friend got the nVidia 8800 graphics card as an early Xmas gift. He had a 7800GT, which is currently about a $300 card. He sold it for $100. So now he's $100 richer and still has a great card.

Because there is such a large volume of products in every category on Ebay then anywhere else. If there is 1000 similar 2ghz dell's on ebay and 900 of them are going for 200$ but the other 100 people are selling them for 400$, no one is gonna buy the 400$ ones where they could get the same thing for half t he price. Because of this not alot of people bother asking for such a high price.. its like a Sams club on acid..

No manufacturer would be interested - you are never going to sell in the sort of quantities which would make it worth their while. But shop around, negotiate like mad and you'd be surprised what you can achieve. Good luck!
