actually both r brilliant places n very difficult to choose betn them .
i think ask the same to ur girlfriends best friend may be she ll know what places your girlfriend have dreamt of to go.

Depends on what her reason is for not doing it. You'll have to ask her to have a serious talk with you about it. If she believes its wrong before marriage then maybe you should think of marrying her if you really love her enough. You've been together 3 years, so why have you not married her yet? If you don't want to marry her then leave her, don't force or trick her into having sex with you against her feelings and beliefs that would be just using her in the worst way, specially as there are girls out there who will put out without even knowing your name as long as you buy them a drink! Also you PROMISED her there will be no sex, and you think that's lame. You obviously don't respect her much so why have you hung around for 3 years? If she says NO then it means NO if you don't respect that then you will be a rapist.

I would like to suggest you to take her to Himachal Pradesh specially to Kulu and Manali or else take her to Nainital - Almora the best in India Cool , Safe and Beautiful too.

Pachmarhi in Madhya Pradesh seems to be a good idea. It is a Quiet , Peaceful , Serene place .

Go to Palolem beach in Goa.Its the southernmost beach and relatively less crowded.There are beautiful rock formations.Romantic place.
