I mean,will I have to give the same fees as any foreign student outside North America?

Yes. Public universities charge extra fees to every student who is not a resident of their state (out of state tuition). Some universities also charge some "international student fees" to provide visa and international student advice services. This is in addition to the "SEVIS" fee that you will need to pay before you apply for your student visa. Private universities charge the same tuition fees to every student regardless of their nationality.
