Basically depends upon your definition.
Morphologically (appearance) a belly button per se is the remnants of a TIED placent and as such is unique to humans. However if you relax the deinition to not require the tied remnants, thn a belly button is just the remains of the placent attachment site, may or may not be conspicoius but will be present in all placental animals (includes mammales so yes your cats has one).
BUT not all live born animals are of placental origins as implied in some answers, so no not all live born animals will have one
For an extreme example tstese flies or aphids (BTW insects are animals) give live birth but will not have belly buttons as they are not placental.

All placental mammals do indeed have navels; however, the physical appearance of navel varies considerably, even among humans, being determined by underlying layers of muscle, fat, and connective tissue. In dogs and cats, the scarring over of this area is nearly complete, and also being covered with hair, the navel may be difficult to detect in adult animals. As for 'belly buttons,' I have never seen any authorative discourse on the shapes of mammalian navels in general, so I can neither affirm nor refute the statement on humans being the only mammal with a true 'belly button.' Yes.. mammals have a belly button because they had an embilical cord attached

All mammals have belly buttons. However, in some dogs and cats, they're a little hard to see because they've healed well and they are covered with hair.

All the live-born animals have one, because they were connected to their mother by the cord when in the womb. Mothers usually chew it off when pups are born, ir it falls off, but all the mammals have it.

They have them but they only look like a little scar.
