Personally I have to pull my foreskin back before putting the condom on as I have loads of foreskin - glans remains completely covered even when fully erect. If I were not to do so, the glans would never get uncovered and all sensation is lost.
However if - the lucky men out there - your foreskin retracts at least a good way back over the glans when erect you may not need to pull the foreskin back further before applying the condom.
There is so much variation between men and their members, I am surprised that condom manufacturers sell any - I guess the only guarenteed version is if you are circumcised - even then high and tight may be the only 'standard'.

I don't know the answer but I always found that caused real problems with the foreskin rolling back up and either trapping the condom underneath it or making the end really baggy and it would look like the whole thing was in danger of coming off! So I actually used to do the opposite and roll it back up before putting it on and I never had any problems.
Good job I'm married now as I hate the damn things!
