What you do to learn depends on what you want to do with your skills once you have them. If classes are available and you can afford them, by all means take them. You certainly should read books, and I'd also suggest newspapers and magazines written in English, which will be closer to the language that is used today. For learning "standard" English, you will do better to speak English with people who speak it natively, rather than with others who are learning the language. You can also watch films and television programs in English and perhaps read the captioned words while listening to what is spoken.
All communication skills are important in a language, and while many classes focus on speaking and listening, in most cases reading and writing are actually more useful.

Very first thing u need to do is improve your vocabulary.
I don't think any such english classes can teach u unless and untill u r not ready to teach yourself.
so best way is to teach yourself.
there is a book written by Norman Lewis named WORD POWER MADE EASY. This is one of the best book to improve your vocabulary.
secondly visit a website
www.wordsmith.org which will give you etymological view for different words and makes english much more interesting
I think next best thing one should do is reading English NEWS PAPER's Editorial which will give you recently used words
Finally don't forgot to use all those new words as much as possible, be it in writing or speaking.

The best way to in\mprove your English by speaking with your relatives and friends because they won't mind if speak wrong English and then they will tell you the right way.
