Just invade whatever space you want, call the people there "natives" and just take everything from them. Put them on a reservation somewhere and just start to maintain (or make better) what was already there. I think the only thing left open these days are tiny, uninhabited islands sprinkled here and there. That's not enough to call yourself a "country". So you want to take over something that's already been established. You're going to need a lot of help, though. I'll sign the petition. We only need about 10 million more. Gonna need some weapons, too. Can I be a general if we win? Or maybe like a House Speaker or something? I wanna get in on the ground floor, so I'm with you.

Very good question. Some may say good economics or good politics. Some may even say education. But these things will come after the very basic thing.
First of all, to form a country you must have people. These people are the source of income, they will serve and protect the future country and they will be the future generations of the future country.
Second, the people must have land where they can claim as their own. With out a land, the people will not be recognized as a country or even a state.
Third, the government. The government will keep the people in order and will direct the future country in activities that will make it strong.
Then comes economy, education, military power, and etc.
