best bet is to check with town building official as to the requirements in your state. personally, i would tear off the old shingles and do the whole roofing system over. there are a lot of new technologies in use today to better seal your home from water. ice and water shield is one, if you live where it snows. this has to go on the wood decking and will seal around the nails to prevent leaks. plus with a "clean" start your roof will be put together right and last longer. the cost of disposal of roofing is going up in many areas so doing it now will be cheaper. one other thought, next time you can go over it if you choose to. good luck and happy holidays!!

if you put new shingles over old it will cut down on the life expectancy of you new roof. Some manufacturers will void their warranties if you do not remove the old roof.
If removing the old roof is not an option, consider another material such as metal or fiberglass sheets.

Check with your state building codes first to see how many layers you are allowed but it is best not to go more than 3 -4 layers because of the weight issue.But take it from a construction worker it is always best to tear off the old one first that way you can make sure from eye on experience that all you're decking is good and isn't rotten so you don't have problems with sagging or wood rot. If you are going to replace the entire roof .you might as well do it right. That means tear it all off . down to the plywood . and put all new tar paper roof tabs and then shingles . you will come out ahead .

yes, but is better to tear it off and start over. how many layers are there now? too many and you will have issues with weight. also, if some blow off, such as in a storm, insurance company may not pay for total replacement.
