It depends on what the birthday person likes. Fill the basket with little things you think they'd like. If you can't come up with any ideas, you can always fall back on food that person likes -- sauces, spreads, jars of this and that, etc. If you'd like to do something even more special, tuck in an envelope with a gift certificate to something you know he/she would enjoy -- a concert, dinner for two, an athletic event, a play, a train ride, a hot-air balloon ride, a horseback ride, etc. For a woman you could put in fun stockings, socks, knee-highs, a few nice bars of soap, and maybe some bubble bath. If this person is someone you are romantically interested in, you might tuck in some nice chocolates and a card with an invitation to join you at an event or dinner, your treat. It all depends on the person's interests, the kind of relationship you have, and how much you have to spend. If you don't have much to spend, you can always fall back on inexpensive but fun food items to tuck in. (Cook them yourself. Homemade food always goes over well.) Make it attractive with a few layers of colored tissue paper and maybe some ribbon.
Good luck.
