No. First IT is not a core-sector, organized sector or atleast not based on the very need of a common man (atleast in India). The most of IT and ITES sectors serves foreign organisations and domestic organisations are now realizing need to get modernize. IT can speed-up process but not willingness to develop.
A recession in 2001 lead to lay-off many software industries which is not the problem with our economy rather than US and some other countries which uses this IT.
And keeping a blind faith of IT and ITES is not a good idea since Eastern Europe and China is also trying to gain their foot. The worry is not that they are superior in knowledge rather currency conversion.

I don't think only growth of IT sector bring total development in th country. There are so many things need to grow like Agriculture, Manufacturing, Health sectors need to grow along with IT. Then only we (India) become a developed country.
