Go see a dermatologist if possible.You might have millia from a cream you are using or maybe you are having rosacea. It's hard to determine without seeing your skin and knowing the products you are using. Try using nothing on your skin except for a gentle cleanser such as Cetaphil and water for a week or two. Slowly re-introduce new products back and see which products are causing the whiteheads. There is more information on-line about milia and rosacea. These are imporatant to know about in regards to your skincare. Also, be very gentle with the skin as scrubbing can sometimes cause further break-outs. Avoid extremely hot or cold water and other temperature extremes. Try to resist the urge to pick at the skin because it can cause scarring and broken blood vessels. Biore strips are good to use occasionally to remove a few superficial blackheads and whiteheads. Good luck and I hope that helps.

Go pick yourself up some of those Biore Nose strips. These will remove most of your whiteheads and blackheads. If your nose is very oily just wash it with your regular soap. Keep a compact (powder) handy, and powder to rid of the oily look throughout your day.

you need to get the whiteheads out first and THEN make sure to keep them from coming back with daily use of a toner and face wash.
to help them come out more easily first steam your face with either a steamer or when you shower steam open your pores (without your face touching the hot water)
there is a really good machine that sucks your pores clean from igia, i bought one on eBay really cheap. you can use it in the shower and it leaves your skin really clean.
or you can do it the old fashion way, by squeezing them out with your fingers. just put toilet paper on your finger nails so you don't cut your skin with your nails.

Natural home made tip on how to avoid WhiteHeads
Make a paste of roasted & powdered pomgranate skin with fresh lime juice and apply over boils,acne, pimple, blackheads and whiteheads.
Apply grated potatoes as poultice to treat skin blemishes, wrinkles, boils, pimples, blackheads, whiteheads , etc.

Drink plenty of water and fresh fruits and fruit juices.

I'm a great believer in giving them a good old squeeze with the blunt side of a pair of tweezers...it's a ghastly sight but pretty effective. Then dab with a bit of aftershave or something antiseptic.

You should use facial mask for oily skin and also use toner for oily skin and try not to toch them because that makes them even more oily. Home made masks are good too but they are not fast and effective like the ones you can buy.
