pretty much like a poster where you can tell others what you like or can ask for others opinion. In short a blank page which you can use to tell others or ask or even take a poll etc

u can allow users to put thier enteries over it
allow them to read or delete according to the permissions u set onto them
its the analogy of the notice board over the schools
which is used to make mass communication or communicating to a specified community of people over internet
