Auto reply set up from within outlook/outlook express will only work if you are attached to an Exchange or other Autorespond enabled serve, such as you might have in a corporation or a government/educational establishment.
If you are a "regular Jo" connecting to you email from home, you will go to the relevant sections in Outlook to find them missing or disabled. SO..... you need to go to your ISP's email setup and configure the Auto responder (if available) from there. If you ISP has a webmail option, that may be the easiest place to do this.
