The ATM is made neutral. They did not change the design when they made them for drive through. They made them so they can be installed anywhere. It would cost to much to have a manufacturer to design a different ATM for every location.

Simple. The people that make the metal plates for ATMs make a standard plate which includes braille. They do not know if that metal plate is going to be put on a drive through ATM, or on other ATMs located in businesses.

It's cheaper for the banks. You see, the folks who make ATMs make one box that can go in a wall, a drive-through, or into a stand-up machine in a convenience store. By making one standard unit, the price is cheaper.
You should ask yourself how the blind know they get the right change back

Check this out. There's a petition going around now saying the blind are being discriminated against. They say that paper money in the states is all the same size. 1,5,10,20 ect. The blind can't tell the difference. They're trying to get it changed.

There may be instances where a friend drives the visually impaired person to the ATM and they get out of the car to conduct their business at the ATM in private.

There are people who are "Legally" blind but not completely blind. These people might be able to see distances but not close up, hence the handicap plates.
