Spend time with him. Listen and ask questions, and give some info about yourself. Emphasize common interests. Loving touches. Do small things for him. Surprise him. Try to get along with his friends.
If you do, tell him that you like him.
Make yourself accessible, possible to like and love.
Don't be easy, but allow yourself to be lovable.
But don't go so far as to be phony. Do these things as much as you can, and still be you.

You call him a "boy", how old is he? How old are you? I am guessing that you have never had a relationship with anyone. I have found that honesty is always the best policy. First, let him know you want to be friends. If you can't be friends you won't get any further. Be yourself at all times. Don't try to show him a side of you that isn't there because eventually he will see that it's fake and end up not liking the dishonesty. For instance, if you're a slob don't make him think you are a neat freak because he will eventually find out just how sloppy you are. Be nice and not condescending. It's important to enjoy the things friends do together, like talking, going for walks/hikes, movies or just hanging out. When you have mastered being friends the next step will automatically follow as long as you pay attention to the signs that are given. Good luck on your new adventure, the best relationship you will ever have is to fall in love with your best friend and then continue to be best friends as well as partners.

there is always number one way and that is to tell him but since most people dont like to do that anymore just be friendly let him know that you are interested and you can ask him to get a bite to eat and if he says no thats 100 times better to hear no i can get something to eat then no i dont like you. If you does like you and wants to get to know you he will take up your offer

Give him some sign...

Like talk to him more, give him a call, buy him lunch, play with him...etc. See his reaction before you tell him your feeling.

If it is not mutual, you may even loose the chance to be his friend.

Hang around him as much as you can. Sooner or later, he'll either tire of you, or he'll get the message. And be extra friendly, wide-eyed, and eager.
