Hypothermia can take seconds or hours to set in, depending on the temperature of the water. I'm not sure how much for a dog, but for a human it can take as little as in 2 minutes.

Hypo means under and therm means warm, so hypothermia, means that you are under warm, or under normal temperature. Hypoallergy could be an allergy that occurs under something, I believe skin. Hope I helped.
