You can dialate before you go into active labor. It is very common. I was dialated to 3 for two weeks before labor began. Effaced is the thinning out of the cervix.

Your cervix will start to dilate before you can feel it. Whether anyone considers that technically part of labor, I'm not sure. Not only does your cervix open, it thins out very significantly, and that's what they refer to as effaced.
